Activex control - Outlook 2003

I get the following error message when trying to create a new email:

"Your current security settings prohibit running Activex controls on this
page. As a result, the page may not be displayed correctly."

Does anyone know what is causing this and how to stop it?

ActiveX controls how some pages appear on your screen. The only way you can
stop this is to download the AciveX control that is required. Need to make
certain that this does not conflict with anything else...
