Activex cannot create component

Hey Guys,
Here's what's happening: When ever the user tries to use query wizard or table wizard or report wizard etc. the following error pops up: Activex cannot create component. He can use the design view for all of these functions. This happens regardless of database or network user or local vs. network database. I've reinstalled Access with no affect. The wizards in the rest of Office work fine. He's using Office XP on WindowsXP. Any ideas?
