Active Directory account permissions

I have an issue with accounts permissions , and was hopping someone can help
When I change the permissions of some user accounts the flick back to the
original state after an hour or so.
I thought this is related to GPOs so I created a new OU and blocked GPO and
moved one of the accounts to it , but the same thing is happening . When I
change the permissions it accepts the changes and then flick again after an
hour.
This is only happening to members on a certain group.
If I remove the user from that group , every thing work fine.
Please help , is there any thing that may force security permissions to
flick back
