Activation Failed excessive use of the Key

I managed to install XP on a blank harddrive with only USB supported CD ROM
.. After all that when I tried to activate Windows I got an error saying too
many activations with the key.

My customer provided the hardware and the XP CD-ROM. When I return his gear,
I want to help him activate Windows. English is his second language. What is
the correct procedure to pay for this software after it has already been
installed? I went to shop.microsoft but not sure what to do there. Should we
call the telephone number instead?

Try the telephone number, provided that the software has not been
installed on another machine and you can explain the "excessive" use
they should provide you with a registration number. Oh! make sure you
have a pen and paper handy.

I imagine the software has been installed on another machine, hence the
error. I don't know the history of the CD. I would like to know if there is
a procedure to purchase the software? If not then I need to format the c:
and have him bring me a new CD? It sounds like I need a pen and paper and a
credit card ? Thanks for your reply. Scott

Don't imagine...make the telephone call for a manual activation.
Because Microsoft cannot identify each and every machine that is
running Windows XP uniquely and, in fact, acknowledges that the
activation number can be repeated for a number of different product
keys. While there may be "excessive use" of the product key, it
may not necessarily relate specifically to the one owned by your
customer. If manual activation is refused, then check carefully
for the true authenticity of the customer's Windows XP.

Scott;
Choose the option to activate by phone.
Call Microsoft at the displayed number, normally done in about 5 minutes.

If you have reason to doubt the legality of this installation, ask your
customer for details.
Do not assume that this message means this license has been activated on
another computer since there are other legitimate explanations.
