Account Lockout not enforced

I cannot find any errors in the Event logs or using AD
replication monitor. Account Lockout is not being
enforced....its set to 3 attempts, but will not lock out.
I've tested up to 7 attempts w/o getting locked out. AD
looks healthy, no event log errors and AD Rep Monitor
reveals no AD problems either. Any ideas?

For domain accounts make sure it is configured at the domain level, either
via Domain Security Policy or whatever GPO is at the top of the list for the
domain container if you have more than the default domain GPO. Using "net
accounts" on a domain controller should show what the configured policy is.
Also make sure you are testing with a domain account and not the built in
administrator account for the domain which can not be locked out in default
configuration. --- Steve
