Accommodate a 24 Hour clock time

AntiSpyware needs to accommodate a 24 hour clock.

And of course, fix the other date/time problems mentioned by many. It was
interesting to note that my last scan on the summary page was done in 1899
(and thus is red), yet the history list shows the correct date but for only
one scan instead of the six it says I have done.
