Accidentally deleted Restore folder

I accidentally deleted the Restore folder in the c:\windows\system32 folder.
Where can I redownload/reinstall the Restore program? I looked under install
Windows programs but there wasn't anything there. I was getting rid of some
malware/spyware that was VERY annoying and kept reinstalling itself. Finally
got rid of it but, in the process, I got rid of the Restore folder by
accident.

In addition to Pegasus:

There is also a hidden file named "filelist.xml". See if reinstalling System
Restore helps.

How to reinstall System Restore in Windows XP?:

Note: The above procedure will remove all the existing System Restore
points, and resets the System Restore drive monitoring options to defaults
(monitors all drives by default.)

Rather than getting rid of suspect files, it is much safer to
rename name in order to make them ineffective (e.g.
abcdef.exe to abcdef.ex).

My restore folder looks like so:
Directory of C:\WINDOWS\system32\Restore

27/10/2005 23:55 <DIR> ..
21/06/2006 22:53 168,108 rstrlog.dat
03/08/2004 23:56 380,416 rstrui.exe

4 File(s) 596,612 bytes

You can restore rstrui.exe from the i386 folder of the ServicePack
folder, and srdiag.exe from the WinXP CD. I attach a copy of
srframe.mmf to this post. I suspect that rstrlog.dat will generate
itself.

All the files in the Restore folder were toasted, eve the hidden
filelist.xml. I couldn't rename the files because the program that was
causing the problem kept them in use - every time the main files causing the
problem were deleted, a hidden file activated the restore program and
reinstalled the files. Will try the procedure you listed to see if I can
reinstall the restore program.
