accessing user files from a different user

long story short i need to get to a file in "c:\Documents
and Settings\UserA\" while logged on as "UserB"
if i attempt to open the folder, then i get the
message "access is denied...blah blah"
im using Windows XP Home, and "UserB" has administrative
privliges, so why can i open "UserA's" folder?
