accessing outlook account while traveling

I am relocating and while traveling will not have use of
my desktop. How can I access my outlook express email
account while on the road. I don't have a laptop but will
us cafes and libraries

OE merely allows you to access yr ISP mail account.
Web access to yr ISP account, see yr ISP FAQ's/help
