Accessing Local Settings Folder??

I have several tasks I am trying to accomplish, but they
require that I access folders found through the "Local
Settings" directory. No matter what I do I cannot find
any floder or location known as local settings. Certain
things are found in "C:\Documents and
Settings\Owner\Local Settings\......" but as soon as I
get to "owner" there is nothing even resembling local
settings for me to access. Is there anyway to get into
this folder, assuming it is a folder? And if it isn't
what is and how do I do anything with folders found in
it?

Local Settings should be found under your User Name, under Documents and
Settings. If not, in Explorer, go to Tools, select Folder Options, go to
the View tab, under Hidden Files and Folder, select "Show hidden files and
folders" and uncheck "Hide protected operating system files."
