Accessing Exchange Public Contacts From VB.NET

What is th best/easiest way to access a public contacts folder on an Exchange
server from a winforms vb.net applciation?

I would like to be able to provide the user with a list of contacts and
their associated details from what is stored in Exchnage on a custom form
inside a winforms application.

Is WebDav enabled by default on all Exchange 200/2003 servers or is it
something separate that would need to be setup on the server?

My sources tell me that yes! WebDAV is on by default on Exchange 2000 and
2003. It doesn't exist (and thus cannot be turned on) for Exchange 5.5
servers.
