Access03 in Vista

Is there something I must do to avoid this.

1) I install runtime03 + mde or mdb to PC running vista.
When I replaced the mde or mdb (with similar name), it does not get replaced
as when the supposely new files are opened it continued to show the old copy.
This happen even when I uninstall the runtime and reinstall it or delete the
file manually in the folder + the recycle bin.

2) When my user run a compact, all newly imported data will vanish.

This does not happen in XP.

Please suggest a method I can use to avoid this.
