access security on 2 different databases

The security on the 1st database works well. When I join
the 2nd (using WRKGADM.exe), it appears to override the
1st. I am able to access #2 and I cannot access #1. And
visa versa if I join the 1st again.
1. I use the security wizard to create the security.mdw
2. then, use WRKGADM.exe for the join.
3. drag the shortcut to the desktop.
Obviously, doing something incorrect or missing a step.

That's correct - wrkgadm.exe joins you to a *default* workgroup to use. All
sessions will use this workgroup until you set to a different one, or (more
below)

You can use a desktop shortcut to override the default workgroup set by
wrkgadm.exe The target of the shortcut would look like:

"path to msaccess.exe" "path to secure mdb " /wrkgrp "path to secure mdw"

Usually you'd leave yourself joined to system.mdw (the workgroup that ships
with Access), and use desktop shortcuts for all secure databases.
