'Access is denied" to delete in Recycle Bin

I'm hoping someone might help me. I use Windows XP Pro on an HP notebook and
I have 4 "phantom" files or folders left in my recycle bin that I can't
delete. The recycle bin shows 0 bytes in it, however, when I initiate Empty
the Recycle Bin, a box comes up to Confirm Multiple File Delete which
doesn't seem to pertain to any file or folder. I confirm with Yes and an
Error Box comes up stating "Error Deleting File or Folder... Cannot delete
Config: Access is denied". This started when I had problems with Windows
Defender and had to uninstall/reinstall also, which included System Restore.
I went through my Event log and tried earnestly to search through
microsoft.com to try and understand any suspected error, to no avail. Could
anyone help? Thank you.

Have you tried deleting them in Safe Mode?

You probably have a damaged/corrupted file in the Recycle Bin.

Run Error Checking | Reboot | Try to empty the Recycle Bin again.

1. In My Computer or Windows Explorer, right-click the volume you want to
check, and then click Properties.
2. On the Tools tab, click Check Now.
3. Select both of these:

* Automatically fix file system errors
* Scan for and attempt recovery of bad sectors

A message will popup.

[[The disk check could not be performed because the disk check utility needs
exclusive access to some Windows files on the disk. These files can be
accessed only by restarting Windows. Do you want to schedule this disk check
to occur the next time you restart the computer?]]

Click YES.

You have to reboot for Error-checking to run.

Then reboot.

For a peek at the chkdisk log.
Start | Run | Type: eventvwr | OK
Look in Application | Listed as Information
under Winlogon, Event 1001

Thanks for your interest and suggestion. I did, however, previously try
deleting the 4 invisible files/folders in Safe Mode which resulted in the
same Error box. They are still there.

Thank you for your attention. I tried your suggestion as you explained it,
running Error Checking l Rebooting l Emptying the Recycle Bin. Later, I
viewed the chdisk log and did see the Information entry listed as Winlogin
with Event 1001. Unfortunately, those 4 invisible files/folders are still
hidden in the Recycle Bin and the same Error message comes up: Cannot delete
Cofig: Access is denied.

I saw another thread in Windows XP General Newsgroup written on 12/14/06 by
a member, kingconger who had a similar question with a Subject of: "Recycle
Bin * no files showing, but they are..." A responder, John John, had 2
suggestions which I also tried but, they didn't work. One suggestion was to
try to delete the Recycler folder from a Command Prompt of: rd /s /q
c:\recycler
Twelve (not 4) lines of information, seemingly related to eachother, some
redundant, all end with "- Access is denied." It reveals though that the
information in the Recycler folder has do with a part of a file that manages
my USB Wireless Adapter. I had much trouble recently, deleting and updating
the Client Manager for the adapter. I believe this is the culprit.

I don't know what to do next. Is there a way to delete all contents in the
Recycler folder?
