Access denied when manually installing windows installer 3.1

I'm having difficulty updating to windows installer 3.1. I have even
manually attempted to download and install 3.1. It goes thru unpacking
and partial install when I get the error message: "KB893803V2... Access
is denied."

what is denying the access?
