Advisory apply or only if the local user has Administrative rights?

We have heavy access use with both IE7 and IE6. I am trying to determine
how vunerable we are

According to the advisory the attacker could gain the same rights as the
user has, in your case power user rights. You should set the killbits as
recommended or use SpywareBlaster custom activeX control blocking which does
the same thing.
