access 2003 report - display and wizard not available

Op sys - 2003 server
App - 2003 access

I cannot create a report using either design view or the
wizard - get this result -

The wizard is unable to create your report

It almost seems like a licensing or security issue

Hane removed access - rebooted - reinstalled - still does
not work

Works fine (access 2003) on XP

Waas up????

Make sure you have defined a default printer in Windows. If you think you
have one, unselect it and reselect it.
