Access 2003: Menu: Add or Remove Buttons

I have a form that I wanted the menu and toolbar to be blank. The menu and
toolbar do show as blank but the only problem is that it on the tool bar it
has a dropdown that shows: "Add or Remove Buttons" and on the menu bar it
has a field with "Type a question for help"

How do I remove these?

Under startup options, disable Allow Menu Changes. I think this will get rid
of the "Add or Remove Buttons" dropdown. I never did find a way to get rid
of the help search box. Even on a brand new blank menubar, it's still there,
with no apparent option to remove it.
