Access 2003 Macro Security Problem

When opening an existing DB in Access 2003, I get "Security Warning: Unsafe Expressions are not blocked", and continuing dialog about macro enabling. I have installed Jet Service Pack 8, and the help section appears to be WRONG!? It says, click on tools, macros, security (which doesn't exist). Can someone tell me how to disable the "sandbox mode"? Thanks.

You need to reset your menu...right click on the menu, select customize,
select the menu, then reset.
