Access 2000 vs. 2002/2003 file format

What are the differences/advantages of using 2002/2003 file format for a new
Access database vs. Access 2000 format? Is there anything I can't do if I
use 2000 format?

The Access 2002 Jet and ADP file formats are intended primarily to improve
the performance of very large Access projects. So if your application is not
in that category, you can happily continue using Access 2000 file format.
Remember, this will make your application available to users of all 3
versions.

There are some programmability enhancements that you can take advantage of
by using Access 2002/3 file formats, but I don't see them being major. The
book "Using Access 2003" by Roger Jennings speaks extensively about the
differences among versions.

You can't use any of the new features in 2002 or 2003.
If you don't need them then 2000 format is fine.
