Access 2000 Export to Excel (Windows 98 Operating System)

I developed an Access database that generates excel
reports. When I run the database on a Windows 98
operating system the export to excel function (which just
transfers a static table to an existing excel
spreadsheets) takes between 25 minutes and .5 hours. When
I run the same thing on a 2k operating system it takes
about 10-20 seconds. I cannot figure out how to address
this issue.
