Accepting Cookies, pop-ups, & high-security?!

Hi,

Can someone read the message below please and tell me how can I do so
on my PC?

"Please make sure your web browser accepts cookies and pop-ups in
order for your information to transmit across your connection. Please
also check for any high security settings on your computer that may
interfere with your access to the site. Our site works best on PC's
using Internet Explorer and may experience difficulty on other
systems."

It is XP......should I do all the listed above?

google is having a ad campaigne right now !
so you will need to scan daily for adware
look for multiple 22k files if you are gettig a lot of popups
in system32 dir and weird named exe files.
