Accept & create calendars for someone else

I have a manager who wants someone to be able to accept and create calendar
invites for him but doesn't want him to be able to get into his inbox at all.
Can someone here let me know the correct way to do this form or direct me to
an article. I am sure it has something to do with properties-->permission but
does it also have to do with tools-->options-->delegates as well?
We are using outlook 2003 with an exchange server
