Such diacritics are not separate keys in many keyboard "language maps", Tim,
e.g., the Spanish keyboard when used on a USA keyboard (US-English version
of Windows).
To type an é in my Spanish keyboard map, I must first type the diacritic key
(nothing appears) and then the e. The two inputs yield one character.
To type û in my Franch keyboard map, I must again first type the diacritic
key and then the u.
If I type the diacritic keys twice successively, I get ´´ or ^^ . This
suggests the "sensitivity" of Zalwa's keyboard response settings may be the
problem. His keyboard (or it's driver) may be faulty, too, but he should
first check out my suggestion before trying a different keyboard on the
machine or reinstalling the driver.
You can play with this language map feature via Control
Panel>Keyboard>Language>Add.
