About Open Ports in WinXp Pro

I have a software need to use the port 251 to connect to the server.After i
install the software i find my computer open the port 251 using the "netstat
-anp tcp" command . I get the message like below:"tcp 127.0.0.9:251
0.0.0.0:0 LISTENING". But i use the software to connect to the server,there
is an error message:"cannot connect to the server." So i use the "telnet
127.0.0.9 251" command to test my connection. The result is "Cannot connect
to the port 251." How can i do??????

Check your firewall.

I have closed all my firewall software(include xp firewall),but question still.
