I should create a DVD that contains Windows PE 2.1 and Vista SP1 and
make sure that Windows PE is always started when I do boot from this
DVD.

So how do I make this DVD?

It seems to me that the page, that you have shown me, describes the
procedure to create a boot menu from the hard disk and not from a DVD.
I am wrong? If so, you can give me some suggestions to make this work?

Do you mean putting on Window PE 2.1 and service pack 1 for Vista on one
DVD.


You can't mean dual booting off a CD/DVD.

Did you happen to notice by any chance that the OP is trying to setup
a dual-boot situation on optical media?

If you know a way to do that, I'm all eyes.
