A GPO to set Admin Rights on XP clients

I am attempting a GPO in a single domain that will set Administrator rights
for domain users on 300-plus Windows XP clients. I have not located any clear
instructions on the best way to approach this task. Can anyone suggest the
appropriate steps to take to successfully accomplish this goal? Thank you.
