A constraint violation occurred

When I configure delivery options for a user in one domain
to forward to a user in another domain and click apply I
get the following error

A constraint violation occurred.

Facility: LDAP provider
ID no: 8007202f
Microsoft Active Directory Exchnage extension.

Does anyone have any suggestions to the cause of this
problem?

Easy Workaround

You will see that on this Microsoft article it has to do with permissions.

An easy workaround to accomplish what you want to do is to create a Custom Recipient that points to the forwarding address. Then, set the delivery options of the forwarder account to forward the mail to the CR instead. Then, on the CR you might want to hide it from Exchange Addresses.
