a connection with the web server could not be established

Hello,
I am having difficulty creating ASP.Net web
applications using VB.NET standard 2003 on WinXP Pro.
When I try to create a new application, I get a message
saying "..... a connection with the web server could not
be established". I know my web server is running fine. I
have a default website and a default ftp site. I even
tried to connect to another IIS running on server2000 on
my network, but same thing. Not sure what is going on. I
have insatalled and reinstalled the IIS and also the
visual studio.net. I did follow the guidline on how to
configure the IIS from the help in VS. I do have the
front page server extension installed.
Any help would be deply appreciated.

I've seen others post that a command line file called aspregiis (I think)
clears this up. Do a NG search on it.

I tried that too several times, but that did not work. It
is really strange, I can't figure out what is going on
here. Suggestions anyone please!!!!!!
