530 User user.name cannot log in, home directory inaccessible.

Just hit a problem with a user with all of the correct ACLs not being able
to FTP to a Windows 2000 FTP server getting the error:
530 User user.name cannot log in, home directory inaccessible.

After checking and double checking the priveledges and being certain that
the user had the appropriate rights I ended up fixing the problem by going
into the FTP server properties and browsing for the FTP home directory (even
though this was this was the same directory as before) and then hitting
APPLY.
