502 Connection Refused (Newsgroups)

For the past 6 months or so I was able to use my Outlook Express v. 6 to
connect and check my newsgroups. Then all of a sudden, the connection began
to get refused. I havnt made any alterations to my settings or anything, and
have configured it to my ISPs specifications, but the connection is still
refused. The error message looks like this:

502 Permission Denied - Service restricted to EarthLink member networks -
(e-mail address removed) (Tornado v1.0.5.360)

Configuration:
Account: news.peoplepc.com
Server: news.peoplepc.com
User name: (Snip -- Entered Properly)

Port: 119
Secure(SSL): 0
Error Number: 502
Code: 800ccca0

Not an Outlook issue. You should ask Outlook Express questions in an
Outlook Express newsgroup.

Are you using an Earthlink username/password or a peoplepc usename/password?

I use a PeoplePC username, but PeoplePC is a part of Earthlink from what I
gather. It is also the way the tech support for PeoplePC told me to enter it.
I thought it was strange as well, getting the EarthLink.Net return.
