200Gb Hard Disk only shows 128Gb

MS claims that the 137Gb limit was fixed in SP-3.

I have sp-4 installed and my new 200Gb drive is seen ONLY
as 128Gb.

What can be done to fix that?

I am legally blind and would, therefore, appreciate any
