2007 office crash

Three times now I have had this problem. I lose power, my machine reboots,
and when I try to open outlook, I get a message that says 'Cannot start
Microsoft Office Outlook. MAPI32.DLL is corrupt or the wrong version. This
could have been caused by installing other messagining software. Please
reinstall Outlook.' Now, if I install 2003 and 2007 then I can reinstall and
it will work. However, this is starting to make me mad. I am not happy that
it crashes so easy. I've has office 2003 since it came out and never had
this problem. I can not find a way to submit a bug, also frustrating. Any
one have help to offer?
