2000 server user access

I am not able to get the users list (icon) on windows 2000 server.
When I goto program - admin tools I don't get the "Active directory
users" icon.

When I tried from admin tools - Local users and groups
I get a message that says...
"This snap-in cannot be used on a domain controller."

Domain Controllers don't have a regular "local users" database
(only for the admin when booting in DS Restore mode) so of
course there is nothing available in Computer Management->
Local Users.

You have to run AD Users and Computers (usually in Administrative
Tools Menu from Start->Programs but you can also make your own
MMC of course.)
