2000 prof cannot boot up

When I on the pc, the white screen with ms logo will appear with the words
"starting up" and you expect the indicator to move from left to right. But
the pc will just hang here. I repair the system twice using the cd, boot from
cd rom drive. There is no improvement. Finally I did a clean installation
over the partition and windows does it usual thing and restart. However, it
will hand exactly at the same page, that is it does not boots up. Any idea
where it could be wrong. (repair procedure: window set up, install, then when
ask to install at the selected partition, I did the repair). Appreciate if
someone can shade some light on this problem

When I try to boot from boot disk, it give me teh message
"windows could not start bcos<windows roots>system32\hal.dll is missing or
corrupt.
Pls re-install a copy".I can copy the hal.dll from another machine but
question is how can I put into the c: drive when I can't get it started.

I suggest that a Windows Installation group may be better able to
assist with the problem. I doubt that it is specific to the
registry. 2 cents worth
