2000 developers edition for access runtime

is offce 2000 developers edition the only way to allow users a run-time
license without owning access licenses? or can you also use visual studios
2003?

You use whichever version is the one you want to distribute. 2003 supports
fewer operating systems than 2002 which supported fewer operating systems
than 2000 and 97.
