1607: Unable to Install Installshield Scripting Runtime

I am trying to install a game on my system that requires
a P III, 600 Mhz 128 MB Ram 3D Video Accelerator with
Dirext X 8.1 200 MB hard disk 4x CD-Rom, I have a P IV
2.53 Ghz 512 MB Ram DirectX 9.x, I ran the dxdiag and
verified that my system is completely compliant, yet this
message keeps coming up when I try to install the game
onto my system. Please help

Have you perhaps turned off Cryptographic Services in Control
Panel/Administrative Tools/Services?
