16% network usage on average

I have been using sidebar to monitor my network usage.
I wonder why it keeps reporting that is always around 1 - 16% of the total
bandwidth.
If I have 6M broadband, it only uses about 230kB/sec
Can it be more?
I have turned off QoS...
