137 GB limitation

I bought a 300GB but it does not get recognized properly by windows, only
128GB gets read.

I'm aware of the 137 GB 48 bit limitation issue, so I upgraded my BIOS but
still only getting 128 GB, I did not format my HD, I just check size in
computer management.

I'm running windows XP SP2 so it should have picked it up, I found a
Microsoft article that said to check atapi.sys version, mine is
5.1.2600.2180, article says it should be 5.1.2600.1135 or later, I think I'm
ok as far as this goes, there was also a registry key for non sp1 users, I
tried that but also no help.

What can I do to make my PC recognize the full size of the drive?

Then you didn't install it correctly. I have a 250GB disk on my system, and
windows XP sees every byte.

You noted in your post that you upgraded your BIOS, but you never actually
stated what size your BIOS sees for the drive...?
