13568 event id

I am running server 2000 sp4, every once in awhile I received the event id
13568. I've been reading the kb's on this error, and according to some
answers, sp4 is supposed to fix this error. Why am I receiving this error?
Will it mess up my main DC server if I put the reg changes in? And why
doesn't microsoft fix these problems? I hate it when they tell you how to fix
the problem, but then don't recommend the fix....

I have read that article, I think I am more confused on what I should really
do.. If I make these changes, will it mess up the AD? I also found a kb221111
that has a list of registry entries for the frs. My server is missing some of
the entries. I don't have a lab to test these entries in, so my concern is,
that if I make these changes, will it cause any damage to the server?
