100% CPU Usage

My son's computer has 100% CPU usage upon bootup. The 424
SVCHOST.exe Svcs: RpcSs sucks out 40-60%.
I also show wincfg.exe and winsys32.exe on registry. Is
this normal. Both try to accessthe internet on bootup.
