"1" + "2" = 0 (?)not what Help says

On one worksheet in a workbook

"1" + "2" = 0

However, for all other worksheets in this workbook (and my other
worksheets)

"1" + "2" = 3

Excel Help says"
"When you use a plus sign (+), Microsoft Excel expects numbers i
the formula. Even though the quotation marks mean that "1" and "2" ar
text values, Microsoft Excel automatically converts the text values t
numbers."

Any suggestions or explanation?
Thanks

Also for the worksheet where "1" + "2" = 0
"dog" + 1 = 1
while for all other worksheets
"dog" + 1 = #VALUE!

I am using Excel 2000
