07 database question

Hi,
I never have mush time to search the forums so I am hoping someone could
help me out. I am wondering why the microsoft compatability pack for the 07
system did not include access. Also, does anyone know of a program out there
that will allow me to open a office 07 access database on a system running
office 03?

It never has for older versions either. Presumably because Access is
too complicated.
