Zipping and extracting files

Isn't there a program contained on Windows XP Home that
allows you to zip a file, send it via e-mail to someone
with Windows XP and then they can extract?

If so, How do you complete the process of both?

To send...
Right-click the file, SEND TO|COMPRESSED FOLDER
Attach the .zip file to a mail message

To receive (with XP)...
Double click on the attachment - or save it to disk and double-click it
