Hi, I have this file trying to access the internet. It is located in
windows\system32. I have done searches for this program and they all come
with nothing found. I have scanned it for a virus and avg free tells me no
virus found. Is this a windows program that needs access to the internet or
does anyone know anything about it.

It is very common for malware to have random names. Go through the
malware removal steps at the link below systematically:
