Your current security settings prohibit....

When I try to open Default.htm or \setup.exe on Platform SDK CD I get a
MB_ICONWARNING dialog box with the following message:
"Your current security settings prohibit running ActiveX controls
on this page. As a result, the page may not display correctly."
Every option in the "Security Settings" for "ActiveX controls and Plug-ins"
are set to Enabled. Even overdid my self by enabling this for all zones
except "Restricted sites".
How do I fix this?

XP SP2 :-(
 
SP2 is in beta testing so you need to address your question to the appropriate beta or msdn group.
