You don't have appropriate permissiom

Can anybody help, I can't send and receive, everytime I
try an error comes up YOU DON'T HAVE PERMMISION. I think
it might have something to do with my .pst files. Is
there anyway to start a fresh and load clean or new .pst
files?

To start a new PST, click File>New>Outlook Data File (or Personal Folders
File, depending on the Outlook version, whch you didn't think important
enough to mention). Make the new PST your default delivery location.
Restart Outlook. Locate where Outlook was trying to find the old PST
(File>Data File Management or Tools>Services, depending on version) and
remove it.
