yahoo mail through outlook2003

i have just paid for yahoo plus mail which allows me to download my pop3 mail through outlook. I receive all the mail, but sending my mail through outlook is a real bear. I cannot figure out if MSN is the problem or its yahoo. I have checked setting 100 times and sending cannot be done. I am getting this error, 0x000CCC0F.
MSN is my ISP
