Windows XP- was locking up at start up screen (scrolling
bar), ran "R" repair from disk. Now xp tries to load,
then goes to screen with message "Setup is being
restarted..........", after a moment the pc reboots and
same process repeats again and again. Also tried
starting in safe mode, tries but reboots.

Hi

Did you press 'R' on the first screen? If so, that was the wrong one, you
have to press Enter there and then press 'R' on the next screen. Pressing
'R' on the first screen enters the Recovery Console, which a 'Repair'
install of XP doesn't use. See if the following article by Michael Stevens
helps you:

"How to Perform a Windows XP Repair Install"

I did not use recovery console, selected "R" for repair
on second screen. Since this morning I reformatted and
reinstalled XP w/sp1 and machine would reboot and seem to
operate fined. I installed sp2, everthing went fine, I
logged off and back on (as user) and still everything
ok. When I tried to reboot I am right back where I
started- locking up during windows (scrolling bar)
screen. Won't start in safe mode, locks up after several
drivers are listed, won't start in last known good
configuration. Any suggestions.

I am having same trouble. Tried to reboot into safe mode with a command
prompt, but it just reboots instead!
