XP Won't Shutdown

Hello
I just upgraded a comp from 98 to XP Pro. The comp seems to be running fine except that it won't sahutdown. When we ask it to shotdown, all it does it reboots
The comp is a AMD 200+, Gigabyte GA7VA mobo, 512mb ram, Nvidia GF2 Video card, SB Live
All updates and patches have been applied as well as driver updates
I've tried changing the way users log on and off but comp still won't shutdown
Perhaps someone there has found a way to fix this issues
I did look through the NS Knowledge Base but no luck
